Convention Against Torture (CAT) & ICCPR – Freedom from Torture
The Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT) and ICCPR Article 7 prohibit torture in all forms, without exception.
- CAT Articles 1–2 – Define torture and require states to take effective measures to prevent it in any territory under their jurisdiction.
- ICCPR Article 7 – No one shall be subjected to torture or to cruel, inhuman, or degrading treatment or punishment.
🚫 Violation: During protest period, individuals reportedly beaten in custody, denied urgent medical care, and subjected to degrading or inhumane treatment while detained—constituting clear breaches of both treaties. Such acts not only harm individuals physically and mentally but are prohibited absolutely, even in times of emergency or unrest.
